Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the appellate authority shall apply to the Competent Authority in Form E for a duplicate, accompanied by a fee of fifty rupees, and the Competent Authority shall issue a duplicate certificate marked as such within forty-five days of the application.
