Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the dealer shall apply to the Commissioner in Form C for a duplicate, accompanied by a fee of one thousand rupees, and the Commissioner shall issue a duplicate certificate marked as such within twenty-one days of the application.
