Application for registration.—Every person executing an instrument carrying on the execution of instruments shall make an application for registration to the Inspector General of Registration in Form B, within thirty days of the commencement of these rules, accompanied by a fee of twenty rupees and a statement of every stock of stamps held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
