Surrender of certificate.—Every seed producer who ceases to carry on the production of certified seed shall, within ninety days of such cessation, surrender the certificate of registration to the Registrar in person or by registered post, and shall inform it in Form D of the manner in which every market fee receipt held by him has been disposed of.
