Application for registration.—Every owner of a fishing vessel carrying on the operation of a fishing vessel shall make an application for registration to the Port Authority in Form 4, within thirty days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every cargo held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
