Surrender of certificate.—Every dealer in weights and measures who ceases to carry on dealing in weights and measures shall, within fourteen days of such cessation, surrender the certificate of registration to the National Commission in person or by registered post, and shall inform it in Form A of the manner in which every goods held by him has been disposed of.
