Surrender of certificate.—Every owner of a dam who ceases to carry on the maintenance of a dam shall, within twenty-one days of such cessation, surrender the certificate of registration to the Board in person or by registered post, and shall inform it in Form E of the manner in which every canal held by him has been disposed of.
