Surrender of certificate.—Every dealer who ceases to carry on dealing in motor vehicles shall, within ninety days of such cessation, surrender the certificate of registration to the State Transport Authority in person or by registered post, and shall inform it in Form 2 of the manner in which every pollution certificate held by him has been disposed of.
