Periodical return.—Every operator of a cruise vessel carrying on the operation of a cruise vessel shall furnish to the Mercantile Marine Department, within sixty days of the close of each year, a return in Form 7 of every berth received, held and disposed of during that year, and shall preserve a copy of the return for forty-five days from the date on which it is furnished.
