Safe custody.—Every owner of a private siding shall keep every railway receipt to which these rules apply in a receptacle or place reserved for the purpose at the premises where the working of a private siding is carried on, shall record in Form F the description of every railway receipt so kept and the date on which it was received, and shall furnish a copy of the record to the Railway Rates Tribunal within ninety days of the close of each year.
