Surrender of certificate.—Every owner of a public building who ceases to carry on the provision of access to a public building shall, within ninety days of such cessation, surrender the certificate of registration to the Commission in person or by registered post, and shall inform it in Form V of the manner in which every identity card held by him has been disposed of.
