Surrender of certificate.—Every political party who ceases to carry on the functioning of a political party shall, within three days of such cessation, surrender the certificate of registration to the Returning Officer in person or by registered post, and shall inform it in Form 17A of the manner in which every voting machine held by him has been disposed of.
