Application for registration.—Every retail outlet dealer carrying on the retail sale of petroleum products shall make an application for registration to the Central Commission in Form I, within seven days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every test report held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
