Application for registration.—Every owner of a vessel carrying on the operation of a vessel shall make an application for registration to the Registrar of Ships in Form 8, within seven days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every certificate of registry held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
