Surrender of certificate.—Every owner of a vessel who ceases to carry on the operation of a vessel shall, within fifteen days of such cessation, surrender the certificate of registration to the Registrar of Ships in person or by registered post, and shall inform it in Form 3 of the manner in which every cargo held by him has been disposed of.
