Application for registration.—Every dealer in arms and ammunition carrying on the sale of arms and ammunition shall make an application for registration to the Commissioner of Police in Form IV, within fourteen days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every cartridge held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
