Surrender of certificate.—Every retail vendor who ceases to carry on the retail vend of liquor shall, within ten days of such cessation, surrender the certificate of registration to the Collector in person or by registered post, and shall inform it in Form D of the manner in which every stock register held by him has been disposed of.
