Application for registration.—Every employer of foreigners carrying on the employment of foreigners shall make an application for registration to the civil authority in Form B, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every emigration clearance held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
