Surrender of certificate.—Every sanitation contractor who ceases to carry on the engagement of sanitation workers shall, within ninety days of such cessation, surrender the certificate of registration to the Commission in person or by registered post, and shall inform it in Form III of the manner in which every scholarship held by him has been disposed of.
