Surrender of certificate.—Every multi-system operator who ceases to carry on the operation of a multi-system cable network shall, within twenty-one days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form VIII of the manner in which every title held by him has been disposed of.
