Application for registration.—Every consumer carrying on the use of electricity shall make an application for registration to the Central Commission in Form II, within twenty-one days of the commencement of these regulations, accompanied by a fee of five hundred rupees and a statement of every energy bill held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
