Application for registration.—Every facilitation centre carrying on the running of a facilitation centre shall make an application for registration to the Commissioner in Form 3, within seven days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every contribution card held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-two days from that date.
