Application for registration.—Every multimodal transport operator carrying on the business of multimodal transport shall make an application for registration to the Controller in Form H, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every bill of lading held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
