Surrender of certificate.—Every franking machine licensee who ceases to carry on the franking of instruments shall, within seven days of such cessation, surrender the certificate of registration to the Stamp Revenue Board in person or by registered post, and shall inform it in Form H of the manner in which every refund application held by him has been disposed of.
