Surrender of certificate.—Every owner of a building who ceases to carry on the ownership of a building shall, within twenty-one days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form B of the manner in which every building plan held by him has been disposed of.
