Application for registration.—Every shipping agent carrying on the business of a shipping agent shall make an application for registration to the Conservator of the Port in Form 1, within sixty days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every ship recycling plan held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
