Surrender of certificate.—Every operator of a vehicle carrying hazardous substances who ceases to carry on the transport of hazardous substances shall, within one hundred and eighty days of such cessation, surrender the certificate of registration to the Government of Himachal Pradesh in person or by registered post, and shall inform it in Form I of the manner in which every register of consents held by him has been disposed of.
