Application for registration.—Every open shelter carrying on the running of an open shelter shall make an application for registration to the Child Welfare Committee in Form VII, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every home study report held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
