Surrender of certificate.—Every repairer of firearms who ceases to carry on the repair of firearms shall, within twenty-one days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form IV of the manner in which every pledge held by him has been disposed of.
