Surrender of certificate.—Every user of the national flag who ceases to carry on the display of the national flag shall, within twenty-one days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form H of the manner in which every certificate held by him has been disposed of.
