Conditions of registration.—Every user of the national emblem shall carry on the use of the national emblem only at the premises specified in the certificate of registration, shall keep every report of the commission in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such report of the commission for inspection on request by the Liaison Officer, and shall not part with the certificate of registration to any other person.
