Safe custody.—Every owner of an inland vessel shall keep every register of vessels to which these rules apply in a receptacle or place reserved for the purpose at the premises where the plying of an inland vessel is carried on, shall record in Form 8 the description of every register of vessels so kept and the date on which it was received, and shall furnish a copy of the record to the Mercantile Marine Department within seven days of the close of each year.
