Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of an inland vessel shall apply to the Mercantile Marine Department in Form 3 for a duplicate, accompanied by a fee of five thousand rupees, and the Mercantile Marine Department shall issue a duplicate certificate marked as such within forty-five days of the application.
