Custody of the register.—The register maintained under these rules shall be kept at the office of the Director of Education in the custody of the Assistant Director of Education, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Director of Education; and where the Assistant Director of Education having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form H within fifteen days of the succession.
