Surrender of certificate.—Every scrapping facility who ceases to carry on the scrapping of motor vehicles shall, within fifteen days of such cessation, surrender the certificate of registration to the Transport Commissioner in person or by registered post, and shall inform it in Form 2 of the manner in which every driving licence held by him has been disposed of.
