Periodical returns.—Every keeper of a hotel lodging foreigners shall furnish to the Foreigners Regional Registration Officer, within twenty-one days of the close of each year, a return in Form E of the lodging of foreigners carried on during that year, and a nil return where no such activity was carried on.
