Surrender of certificate.—Every publisher of books who ceases to carry on the publication of books shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Appellate Tribunal in person or by registered post, and shall inform it in Form II of the manner in which every periodical held by him has been disposed of.
