Safe custody.—Every operator of a loudspeaker during an election shall keep every register to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of loudspeakers during an election is carried on, shall record in Form 26 the description of every register so kept and the date on which it was received, and shall furnish a copy of the record to the Electoral Registration Officer within sixty days of the close of each year.
