Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a place of public assembly dies, his legal representative shall, within fifteen days of the death, intimate the death to the State Authority in Form F, surrender the certificate of registration to it and furnish a statement of every fire safety certificate then held; and the State Authority shall enter the intimation in the register within forty-five days of its receipt.
