Surrender of certificate.—Every transport operator who ceases to carry on the carriage of goods by road shall, within thirty days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 38 of the manner in which every goods receipt held by him has been disposed of.
