Application for registration.—Every shipping agent carrying on the business of a shipping agent shall make an application for registration to the Registrar of Ships in Form 6, within forty-five days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every vessel held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
