Surrender of certificate.—Every open access consumer who ceases to carry on the drawal of electricity under open access shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Grievance Redressal Forum in person or by registered post, and shall inform it in Form IV of the manner in which every licence held by him has been disposed of.
