Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any occupier dies, his legal representative shall, within sixty days of the death, intimate the death to the State Board in Form II, surrender the certificate of registration to it and furnish a statement of every transit pass then held; and the State Board shall enter the intimation in the register within forty-five days of its receipt.
