Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the employer of inter-State migrant workmen shall apply to the appropriate Government in Form VIII for a duplicate, accompanied by a fee of five thousand rupees, and the appropriate Government shall issue a duplicate certificate marked as such within ninety days of the application.
