Surrender of certificate.—Every owner of a vessel who ceases to carry on the operation of a vessel shall, within twenty-one days of such cessation, surrender the certificate of registration to the Conservator of the Port in person or by registered post, and shall inform it in Form 7 of the manner in which every ship recycling plan held by him has been disposed of.
