Surrender of certificate.—Every observation home who ceases to carry on the running of an observation home shall, within ninety days of such cessation, surrender the certificate of registration to the Juvenile Justice Board in person or by registered post, and shall inform it in Form V of the manner in which every report held by him has been disposed of.
