Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any sand mining permit holder dies, his legal representative shall, within three hundred and sixty-five days of the death, intimate the death to the Director of Mines and Geology in Form K, surrender the certificate of registration to it and furnish a statement of every mining plan then held; and the Director of Mines and Geology shall enter the intimation in the register within thirty days of its receipt.
