Surrender of certificate.—Every owner of a lodging house who ceases to carry on the keeping of a lodging house shall, within seven days of such cessation, surrender the certificate of registration to the Director of Municipal Administration in person or by registered post, and shall inform it in Form D of the manner in which every hoarding held by him has been disposed of.
