Safe custody.—Every water user association shall keep every source of water to which these rules apply in a receptacle or place reserved for the purpose at the premises where the management of an irrigation system by a water user association is carried on, shall record in Form D the description of every source of water so kept and the date on which it was received, and shall furnish a copy of the record to the Irrigation Authority within seven days of the close of each year.
