Surrender of certificate.—Every transferee who ceases to carry on the transfer of property shall, within three hundred and sixty-five days of such cessation, surrender the certificate of registration to the Collector in person or by registered post, and shall inform it in Form 8 of the manner in which every certificate of registration held by him has been disposed of.
